HIBI is not to be confused with Medicaid Buy-in, as they are two separate programs.

HIBI:

• Health First Colorado recipients can apply for the HIBI program to get partial or complete help with their commercial health insurance premium.

• Medicaid wants people to keep their health insurance, in addition to Medicaid, so they remain the payer of last resort. This program is meant to encourage people to keep their private health insurance.

• Medicaid will check if it makes financial sense for them to pay the premium vs. the medical expenses. People with higher medical needs are more likely to be approved for HIBI.

• Individuals on Medicaid Buy-in can’t access HIBI.
